A two day mini-conference on Carnival held at the Pavilion in September 2003 offering the chance for local carnival organisers and enthusiasts to gain information and inspiration.  Presentations covered everything from fundraising to how to get more people involved, and there were hands on sessions in things like costume making, mask & banner making, music and street performance.  Plenary sessions gave participants a chance to discuss the sort of challenges they faced and to share ideas on how to deal with these.  Speakers and workshops included Pax Nindi, Clary Salandy, Artwheel, Ali Mackenzie, Norwich Samba and Theatre of Adventure.  The Norfolk Carnival Network developed out of this event (see its own page).
